REACT_RO: educational resources for migrant orientation and Romanian language courses in Romania- second phase

The International Organization for Migration (IOM), Office in Romania, in partnership with the Intercultural Institute in Timisoara and the Schottener Social Services Foundation, are implementing the REACT_RO project between July 2017 and January 2019: educational resources for migrant orientation and Romanian language courses in Romania.

The project integrates two phases:

- the first phase: from 18th of July 2017 to 17th of July 2018

- the second phase: from 18th of July 2018 to 17th of January 2019.

Results of the first phase:

During the first phase, a national framework for Romanian language learning and post-arrival orientation was developed, taking into account the needs of BIP and TCN in Romania.

The national framework consists of: educational resources for Romanian language learning for children and adults, developed by the Schottener Foundation and educational resources for post-arrival orientation, developed by IOM.

The educational resources for Romanian language learning for children and adults include: Romanian language curricula for children and adults, manuals for the levels A1, A2, B1 and B2, workbooks per language level for children and adults and guidelines for teachers on how to work with the educational resources.

In July 2018, 50 Romanian language teachers attended a training of trainer’s session. The event was an excellent occasion to present and collect initial feedback on the educational resources developed.

Educational resources for post-arrival orientation include: an orientation curriculum; a guide for beneficiaries (BIPs and TCNs), a workbook for beneficiaries (BIPs and TCNs); a video material based on the guide for beneficiaries and a guide for trainers/resource orientation persons explaining the approach in the development of the orientation curriculum and providing step-by-step guidance for the organization of the orientation sessions. The guide for trainers is accompanied by a supporting document proposing lesson plans and types of exercises for each of the eleven thematic areas in the guide for beneficiaries.

In July 2018, 25 participants attended a training of trainers’ session to learn about the educational resources for orientation.

From the institutional point of view, the project created a nexus between the General Inspectorate for Immigration and the Ministry of Education. It opened the door for negotiations with the Ministry of Education on the revision of the General Ordinance 44/2004 on migrant integration in Romania and the official introduction of all educational resources developed in the migrant teaching and learning process guided by teachers appointed by the County School Inspectorates. This will enhance the quality of integration programming in Romania through institutionalizing linkages between the national and local actors responsible for Immigration and Education.   

Funding

The project is funded through the National Program - Asylum, Migration and Integration Fund (AMIF) through the General Inspectorate for Immigration within the Ministry of Interior of Romania.
