IOM’s Migration Assistance Division presented its paper on “Dialogue and Partnership for Effective Management of Return and Reintegration” on October 31st in Geneva. The paper was part of the wider consultation process for the adoption of a Global Compact for safe, orderly and regular migration.
Return and reintegration are becoming a central part of the global migration agenda and of good migration governance. Both states hosting migrants and countries of origin increasingly acknowledge that Assisted Voluntary Return and Reintegration (AVRR) is essential to humane and effective migration management.
IOM seeks to build trust and foster mutual understanding among all parties involved in AVRR: migrants, governments, local communities. Dialogue and partnership are key elements in understanding national and local contexts and in addressing policy and operational challenges that participating parties face in implementing AVRR programmes. Dialogue and partnership can contribute to a better coordination of processes among the different actors involved and ensure adequate support for migrants during pre-departure, voluntary return and reintegration phases.
